Notice of Race

1 General

The 9th Interceltic Watersport Games Organization Committee, on behalf of the following Federations:
  • Fédération Française de Voile
  • Fédération Française de Canoë-kayak
  • Fédération Française des Sociétés d' Aviron
  • Fédération Française de Surf
  • Fédération Française de Char à Voile
  • Fédération Française de Sports et Etudes Sous-Marins
  • International Sailing Federation
  • International Canoe Federation
  • Fédération Internationale des Sociétés d'Aviron
  • International Surfing Association
  • International Land and Sandyachting Federation
  • Confédération Mondiale des Activités Subaquatiques
Will host the 9th Interceltic Watersport Games and cordially invite the watersport authorities of Ireland, Scotland, Wales, Ile of Man, Cornwall, Brittany, Asturias, Galicia, Norte Portugal and of the other regions invited whose list is established by the Organising Committee, to participate at these 9th Interceltic Watersports Games.
The event will be held from the 19th to the 25th of July 2003.
The venues will be the Baie de Morlaix, France, and the Baie d'Audierne, France (for the surfing).

2 Organizing authority

The 9th Interceltic Watersport Games will be organised by the 9th Interceltic Watersport Games Organization Committee, Nautisme En Bretagne, Nautisme en Finistère and the Breton regional Committees of sailing, canoeing, rowing, surfing, sandyachting and diving, under the authority of the French and of the International Federations of sailing, canoeing, rowing, surfing, sandyachting and diving.

3 Rules

3.1 The competition will be governed by the Racing Rules of the following international Federations:
  • International Sailing Federation
  • International Canoe Federation
  • Fédération Internationale des Sociétés d'Aviron
  • International Surfing Association
  • International Land and Sandyachting Federation
  • Confédération Mondiale des Activités Subaquatiques
And by :
  • The rules of the sea-kayak competitions published by the Interceltic Watersports International Committee,
  • The rules of the searowing competitions published by the Fédération Française des Sociétés d'Aviron,
  • The rules of the sailing international Classes,
  • The General Sport Regulations of the Interceltic watersports Festival,
  • The rules of the Notice of Race of the 9th Interceltic Watersports Games
  • And the rules of the Compétition Instructions of the 9th Interceltic Watersports Games.
3.2 Publicity. Competitors may be required to display sponsor advertising supplied by the organising authority on hulls and sails of the supports in competition. The sailing competitions are designated Category C.

4 Classes

5 Supplied supports.

A sport or financial penalty may be given and the use of a boat may be withdrawn if, in the opinion of the organising authority, a competitor treats or handles a boat or a board without care or in a manner which causes or is likely to cause damage to the boat or the board.

The organising authority will not supply compasses or other tactical devices, wind indicators, protest flags, buoyancy jackets, harnesses, hiking pants, wet or dry suits or other personal equipment. No modification to a boat or a board shall be made unless authorised by the organising authority.

6 Entries

6.1 Every competitor must be a national of the country or the region which is entering him or her. The International Committee will resolve all applications or disputes relating to the determination of the national or of the regional authority which a competitor may represent.

6.2 Each team is required to bring to the venues their national or regional flag, in approximate size 1.5 x 2.5 m. and a C.D. with the national anthem.

7 Conditions Of Entry

7.1 Pre-entries shall be made on the form provided with this notice of race. They must be established, sport by sport, by the governing bodies of the national and regional invited federations and must be received by 1st May 2003 with the renting fee for the cruisers (400 €).


7.2 A national or regional authority which has not yet chosen a team by the 1st May 2003 deadline must provide the Organising Committee with information about its schedule for selecting a team and the number of persons and their categories by this deadline.

7.3 Definitive entries. They will be made at the Games Village in Carantec the 19th of July from 10.00 to 19.00 and the 20th of July from 10.00 to 17.00.

7.4 At all times, in canoeing and sailing when afloat, competitors are required to wear a personal buoyancy jacket. The organising authority reserves the right to reject any buoyancy device, which it considers unsuitable.

8 Games fee and damage deposit

8.1 There will not be any registration charge for the competitors

8.2 The Organising Committee proposes an accommodation and catering service starting from the midday meal on the 19th of July and ending with the morning meal on the 26th of July.

8.3 A renting fee will be required for the use of the Games One Design Cruiser: 400 €

8.4 A damage deposit fee (cash) will be required for registration for the following boats or boards supplied:

  • Cruiser: 500 €
  • Windsurf: 300 €
  • Laser : 300 €
  • Catamaran : 500 €
In case of damage, the competitor may be required to pay an additional deposit to keep the damage deposit fee balance.

8.5 An Insurance fee will be required for registration for the competitors who are not insured through the membership of their Federations: 15 €

11 Race instructions

11.1 The Race instructions will be available for all competitors at registration at the Village of the Games in Carantec

11.2 The draft race instructions will be mailed to the participating national and regional authorities, if possible, no later than one month before the beginning of the championship.

12 International Jury

In all the sports competing, an international jury will be appointed by the organisation Committee with the agreement of the International Committee.

13 Drug testing

Drug testing may take place during the competition.

14 Measurement

Boats and boards will not be required to be pre-measured. However, measurement checks may be carried out by the race committees at any time on any boat or board to ensure compliance with the rules.

15 Liability

The organising authority and the International Committee do not accept any liability for injury or loss of life or property caused by or in conjunction with event.

16 Prizes

The following prices will be given:
  • Individual results of each category (if a minimum of 3 invited countries or regions take part)
  • Sport country results in sailing, surfing, rowing, canoeing, diving, sand-yachting (if a minimum of 3 invited countries or regions take part in each sport)
  • Overall country ranking (if a minimum of 3 invited countries or regions take part in the Games)
17 Additional information
Pre-entries will be acknowledged in writing by mail or fax.
General information about travel to Morlaix and the facilities in Morlaix and country will accompany the acknowledgement.
